Section 1194.21 Software Applications and Operating Systems - Detail

Criteria Supporting Features Remarks and explanations
(a) When software is designed to run on a system that has a keyboard, product functions shall be executed from a keyboard where the function itself or the result of performing a function can be discerned textually. Supported All systems functions and features can be executed from a keyboard. Each function as well as the results of performing each function can be discerned textually.
(b) Applications shall not disrupt or disable activated features of other products that are identified as accessibility features, where those features are developed and documented according to industry standards. Applications also shall not disrupt or disable activated features of any operating system that are identified as accessibility features where the application programming interface for those accessibility features has been documented by the manufacturer of the operating system and is available to the product developer. Supported The application does not disrupt or disable activated features of other products that are identified as accessibility features. Specifically, the application does not disrupt or disable the accessibility features for standard (i.e, MS Internet Explorer, Netscape) web browsers used to access the system.
(c) A well-defined on-screen indication of the current focus shall be provided that moves among interactive interface elements as the input focus changes. The focus shall be programmatically exposed so that Assistive Technology can track focus and focus changes. Supported The system provides on-screen indicators of screen/function, navigation, and documents being worked on. All indicators have text equivalents and are accessible to assistive technologies.
(d) Sufficient information about a user interface element including the identity, operation and state of the element shall be available to Assistive Technology. When an image represents a program element, the information conveyed by the image must also be available in text. Supported

Every image, Java applet, Flash file, video file, audio file, plug-in, etc., has an alt description. Complex graphics (graphs, charts, etc.,) are accompanied by detailed text description. The alt descriptions succinctly describe the purpose of the objects, without being too verbose (for simple objects) or too vague (for complex objects). Alt descriptions for images used as links are descriptive of the link destination. Decorative graphics with no other function has empty alt descriptions (e.g., alt=""_, but never have missing alt descriptions.

(e) When bitmap images are used to identify controls, status indicators, or other programmatic elements, the meaning assigned to those images shall be consistent throughout an application's performance. Not applicable Do not use image maps
(f) Textual information shall be provided through operating system functions for displaying text. The minimum information that shall be made available is text content, text input caret location, and text attributes. Supported Textual information is provided in HTML code or ASCII text through the web browser or any standard text viewer, or equivalent assistive technology. Text content, text input caret location, and text attributes are available to assistive technologies.
(g) Applications shall not override user selected contrast and color selections and other individual display attributes. Supported Textual information is provided in HTML code or ASCII text through the web browser or any standard text viewer, or equivalent assistive technology. Text content, text input caret location, and text attributes are available to assistive technologies.
(h) When animation is displayed, the information shall be displayable in at least one non-animated presentation mode at the option of the user. Not applicable The application does not employ animation of any kind.
(i) Color coding shall not be used as the only means of conveying information, indicating an action, prompting a response, or distinguishing a visual element. Supported When color is used to enhance the visibility of important information (e.g., error warnings), an alternative indicator is uses, usually text or an asterisk (*), or other symbol
(j) When a product permits a user to adjust color and contrast settings, a variety of color selections capable of producing a range of contrast levels shall be provided. Not applicable Color and contrast settings are not controlled by the application; settings are controlled by either the web browser or the operating system.
(k) Software shall not use flashing or blinking text, objects, or other elements having a flash or blink frequency greater than 2 Hz and lower than 55 Hz. Supported No elements on the page flicker at a rate of 2 to 55 cycles per second thus reducing the risk of optically- induced seizures.
(l) When electronic forms are used, the form shall allow people using Assistive Technology to access the information, field elements, and functionality required for completion and submission of the form, including all directions and cues. Supported All forms are HTML. All from controls have text labels adjacent to them. Form elements have labels associated with them in the markup (i.e., the id and for, HTML elements). Dynamic HTML scripting of the form does not interfere with assistive technologies.
